When the shutdowns went into effect, the Pennsylvania Department of Transportation closed it’s doors.  That meant anything that had to be done in person had to be put on hold.  Extensions were granted.  They were set to expire this Friday, but now the state has granted expired driver’s licenses, identification cards and learner’s permits a reprieve to Aug. 31. The grace period applies to cards that expired after March 16.  Get Penn DOT info here.
